Maybe let the WoC construct walled chaos fortresses though. So maybe instead of an actual walled Fort we could get an unwalled outpost. True they do want to limit the number of siege battles (thank god). Though, I suppose, they could also do a 'if you fortify stance on top of a formerly walled settlement you defend that settlement.' You could, but consider how they're doing sieges. There's multiple ways they could approach the idea. With limited, mainly military building options.
